Germany, along with Mexico and India, has created a resolution that aims to combat the confusion over who has jurisdiction over refugees with suspected ties to terrorism. Within this resolution, the sponsors have attempted to increase the mandate of the International Criminal Court by adding an international office with responsibility for a registry of suspected terrorists. Border security also is a theme of this resolution, with clauses urging nations to increase their security, as well as it being included under the remit of the new office.
